Fees (leges), the security deposit (waarborgsom) and refunds

Who does this apply to?

• Any applicant (fees have applied since 2014 to every Admission Service service)
• Anyone who has to pay a security deposit on being admitted (the amount depends on nationality; 50% for children under 10)
• Anyone who received a negative decision or paid fees without ever filing an application (they can request a refund)

Costs

• For children under 10: 50% of the amount.
• It is paid into a DIFFERENT account (23329507, in the name of the Landsontvanger) from the one used for ordinary fees (31967908, Toelatingsorganisatie).

Steps to apply

1. Deposit: download the form, pay by transfer to the Tax Office, and present the proof of payment to receive the original receipt.

   You request your personal CRIB number by email (info.belastingdienst@gobiernu.cw) or through the contact form on belastingdienst.cw; going in person does not seem necessary. You can only request it once you are registered at Kranshi and have a cédula, or with a valid passport. The CRIB number is sent to the email address you provide.

2. Refund: send the scanned application to intake@immigrationcur.org.

   How to submit your application online

   The vast majority of Toelatingsorganisatie procedures are submitted by EMAIL to intake@immigrationcur.org (some objection/appeal procedures go to info@immigrationcur.org; check which applies to your case on the relevant page). Attach ALL documents, scanned according to the official criteria, plus the proof of payment. If an authorised representative submits the application (not you), a signed authorisation and a copy of their ID must also be attached. You will receive an acknowledgement of receipt by email; keep it as proof. Rib'e Lugá is the EXCEPTION: that procedure goes through the www.ribeluga.cw portal, not by email.

   • Write a clear email subject (e.g. 'Application VTTV - [your full name]') so it is processed faster.
   • Attach files with descriptive names (e.g. 'passport.pdf', 'birth-certificate.pdf') instead of generic names like 'scan001.pdf'.
   • Keep a copy of everything you send: you will need it if you later have to object to a negative decision.
3. After 6 weeks, check availability and book an appointment to collect the voucher.

   Since Monday 24 November 2025 the office has been back in its renovated building at Prinsenstraat 90, Punda: the information desk and the issuing of residence titles (passport stamps) are there. The temporary location at Saliña 127 (Eurobuilding), used since September 2024, is no longer the Toelatingsorganisatie's address. The phone number is 733-2000; the old numbers 733-2080, 733-2081 and 733-2083 are no longer in use. Appointments to collect a passport stamp, proof of return, refund or final departure are booked through www.immigrationcur.org. 4. With the voucher, process the refund at the Tax Office using the restitutie form (in Dutch/PDF).

  Form 910. This is the payment order you use at Maduro & Curiel's Bank (MCB) to pay the procedure fees BEFORE you submit your application. You only tick the box for your procedure: the amount is already fixed, you don't have to calculate anything.

  ⚠️ HALLAZGO IMPORTANTE no documentado en las páginas de trámites: además de las tarifas normales (leges y retributies), la ley exige un DEPÓSITO DE GARANTÍA (waarborgsom) reembolsable, cuyo monto depende de tu NACIONALIDAD/país de origen — no es un monto fijo como el resto de los pagos. Se paga SOLO después de que tu permiso ya fue aprobado, no antes.

  Aanvraagformulier Restitutie / Application form refund

  Sirve para pedir que te devuelvan un pago que le hiciste al gobierno de Curazao por error o de más ('pago indebido'), o para recuperar SOLO la parte de 'leges' (no las 'retributies') cuando tu solicitud de permiso fue RECHAZADA.

  Section 1 — Razón de su petición: Marca una sola casilla: 'Pago indebido' (pagaste de más, pagaste por algo que no se llegó a presentar, o pagaste por un trámite que legalmente no requiere pago) o 'Rechazado' (tu solicitud de permiso fue denegada).

  Section 2 — Datos personales del extranjero (solicitante): Apellidos, nombres, género, fecha y lugar de nacimiento, nacionalidad(es), número FMSCRV, dirección/domicilio postal en Curazao, teléfono.

  Section final — Fecha, lugar y firma: El resto del formulario (sección con 'NIET INVULLEN') es SOLO para uso interno de la Toelatingsorganisatie — no lo llenes tú.

Important notes

• Since 1 April 2017 you no longer have to go to the Admission Service in person for the deposit voucher; you can download it and pay directly.
• The security deposit is not paid up front — you only pay it after receiving a positive decision (Toelatingsbeschikking), within the 3 months following that decision. It is refundable, but only the holder or their legal representative can claim it back — keep the receipt.
• Legal basis for the amount of the deposit: it is tied to the transport fares in force (think of it as the cost of a ticket home). If fares go up, a deposit already paid must be updated and topped up. (Art. 9 Toelatingsbesluit)

  If the deposit rate goes up while you already hold legal status, you have 2 months from the date of the increase to pay the difference up to the new amount — it is not a fixed amount for life. (Art. 4, 5 and 6, Toelatingsbeschikking 2004)

• An alternative to paying the security deposit in cash: for short, one-off jobs (e.g. a project of less than 12 months), an airline ticket can be lodged instead of the cash deposit, provided the date on the ticket matches the expiry of the permit. If an extension or change is requested later, the ordinary deposit does then have to be paid. (Section 3.8-b.2 HIG 2006)
• You can apply in writing to the Minister of Justice for an exemption from the security deposit, or for permission to pay it in instalments. The exemption only applies to companies holding a specific ministerial decree authorising it. Payment in instalments is only authorised for foreigners whose permit was granted on 'compelling humanitarian grounds' (the hardship clause). (Section 3.8-b.2.2 HIG 2006 (Art. 11 Tb))
