Requirements
- ⚠️ PRIOR LEGAL REQUIREMENT not documented on the official website: if you hold a residence permit (not tourist) for MORE THAN 3 MONTHS, you first need an 'exit permit' (uitreisvergunning) before you can leave permanently. It can be DENIED if: you have an ongoing criminal proceeding, a pending sentence to be enforced, unpaid debts to the government, or outstanding mandatory military service in Curaçao. (Art. 12 Toelatingsbesluit, referring to the grounds in Art. 21 LTU)
- Dutch national: settle fines with the Public Prosecutor's Office (Ministerio Público), settle outstanding taxes, deregister at Public Affairs (Kranshi) — no formal departure procedure required
- Foreigner: passport, proof of payment (XCG 145) to receive the 'stamp form'; that form must then be stamped at 3 locations: the Public Prosecutor's Office, the Tax Office, and Public Affairs (Kranshi)

How to pay the fee for your procedure
Payment is made by deposit or transfer at Maduro & Curiel's Bank (MCB), account 31967908, in the name of the Toelatingsorganisatie (Rib'e Lugá also accepts payment at Banco di Caribe, account 36286001). ALWAYS put your full name and date of birth in the payment reference (some forms also ask for your passport number): without that reference the payment cannot be matched to your application. You must pay BEFORE submitting your application and show the original proof of payment if asked. Use the 'Payment order' form (on the procedure page) to find the exact amount for your case.
- Since 1 April 2026, if you apply for a permit for more than 1 year, you pay the fee for each year requested in advance; see the policy notice on the home page.
- Keep the paper receipt AND a photo/scan: you need it for the application AND as a back-up if there is a dispute.
- Take the form to be stamped at: the Public Prosecutor's Office, the Tax Office, and Public Affairs.

You request your personal CRIB number by email (info.belastingdienst@gobiernu.cw) or through the contact form on belastingdienst.cw; going in person does not seem necessary. You can only request it once you are registered at Kranshi and have a cédula, or with a valid passport. The CRIB number is sent to the email address you provide.

Form 910. This is the payment order you use at Maduro & Curiel's Bank (MCB) to pay the procedure fees BEFORE you submit your application. You only tick the box for your procedure: the amount is already fixed, you don't have to calculate anything.

Important notes
- This is a process with 2 separate appointments and intermediate steps at 3 different offices — it is not a single-visit procedure.
- There are TWO distinct removal mechanisms that should not be confused: 'uitzetting' (expulsion, Art. 15 LTU) is ordered by the Procureur-Generaal with a re-entry ban, for someone deemed undesirable on public-order/morality grounds; and 'verwijdering' (removal, Art. 19 LTU) is ordered by the Minister of Justice, for someone who entered illegally or overstayed their permit. These are different procedures with different authorities.
- For Dutch nationals admitted 'van rechtswege', the definitive departure procedure via the 'stamp form' has been ABOLISHED — they no longer need it. For them, 'definitive departure' occurs if they move permanently OR settle outside Curaçao for MORE THAN 1 YEAR (not 3+ years as the general 2016 policy states — a possible contradiction between sources, verify which applies)
A departing Dutch national is still required to:
- settle fines with the Public Prosecutor's Office
- settle outstanding taxes
- deregister from the Population Register (Kranshi).

EXACT sequence of 4 stamps for definitive departure (more detailed than what we previously had):
- stamp form at the Vreemdelingendienst
- stamp from the Public Prosecutor's Office (checks for outstanding fines)
- stamp from the Tax Inspectorate (pay outstanding income tax and property tax)
- stamp from the Island Receiver (Eilandsontvanger).
Only once all 4 stamps are complete can you deregister from the population register and receive the final 'uitreisvergunning' stamp in your passport. If you paid a security deposit, you receive a receipt to claim it at the National Receiver (Landsontvanger). (Section 3.21 HIG 2006)
- Departure officers at the airport/seaport physically verify that your passport has BOTH stamps (deregistration + exit permit) before letting you board. If you cannot show that you paid your outstanding taxes, you can be DENIED departure from the country right at the airport — this is not just a desk procedure. (Section 3.22 HIG 2006 (Art. 21(2) LTU))
