Who makes RutaCuracao, and where does this data come from?
RutaCuracao is an independent, unofficial project that brings together, in one place, the immigration information on Curacao that today is scattered, only in Dutch or English, or simply written down nowhere.
Where each figure comes from
- 23 documented procedures, taken from the pages published by the Toelatingsorganisatie Curacao (Ministerie van Justitie) at immigrationcur.org — costs, requirements, forms and deadlines come straight from there, not from interpretation.
- 172 published immigration rulings of the Court of First Instance of Curacao (OGEAC) and the Joint Court of Justice (OGHACMB), more than half of them from Aruba, Sint Maarten and Bonaire, islands with similar but not identical laws (each citation shows its island), read in full — not just the headnote — to know, case by case, who won and why. That is where the success rates and the ECLI citations on each procedure come from. The full list of the 172 rulings (in Spanish), each linked to its original text, is public.
- The 32 official documents (forms and policy texts) you can download are direct copies of the ones the government publishes, hosted here so they do not depend on the official site being up at that moment.
What this site is NOT
It is not a law firm and it does not replace formal legal advice. It is an informational guide: when a case involves a criminal record, a deportation order, or a claim for protection or asylum, the page says so and refers you to the official directory of Curacao lawyers (Orde van Advocaten) instead of improvising an answer.
Who writes it
RutaCuracao is written and maintained by Roger Pillasagua, an Ecuadorian who lives in Curaçao, as a personal and independent project. From 2020 to 2025 he worked in quality control at shrimp companies in Ecuador, where he started programming to automate his own work (at the last one, Aquagold, he wrote several of the tools its quality lab used), and he built the tools behind this site: the weekly check of the official site and the 172 rulings read in full. The site belongs to no law firm and to no government body, and it takes no money from insurers, agents or lawyers: the only source of income is the optional pack of chat questions. If you find a mistake, the contact details are below and the correction is published with its date in the corrections log.
How it is kept up to date
The government's official site is checked automatically every week for changes in policy, requirements or costs — so the data here does not stay frozen on the day it was written. All pages were last rebuilt on .
The AI chat
The site's assistant queries this same database in real time (it never invents costs or cites case law from memory), using an OpenAI language model. It gives 3 free questions a day; it does not replace legal advice for complex cases.

Curaçao Chronicle published an article on September 23, 2026 based on our analysis of Rib'e Lugá: read it in Curaçao Chronicle. That article mentions 176 rulings; the next day we corrected our count to 172 and let them know.
Questions about this site
Is RutaCuracao an official government site?
No. It is an independent, unofficial project. Every factual detail (requirements, costs, deadlines) comes straight from immigrationcur.org (Toelatingsorganisatie Curacao) — we do not interpret it or guess. For the procedure itself you always file your application with the government, not here.
Is this legal advice?
It does not replace formal legal advice. It is information built on public sources (the official site plus 172 court rulings read in full). For complex cases — a criminal record, a deportation order, an asylum claim — the page itself tells you to speak to a lawyer and links you to the official directory of the Orde van Advocaten Curacao.
Where do the success rates the AI gives come from?
From 172 published immigration rulings, read in full rather than summarised by an algorithm. Every percentage can be checked against the ECLI case numbers the AI cites in its answer. Note: these are success rates in litigation (people who already received a refusal and went to court), not the approval odds of someone who follows the procedure correctly from the start.
Is my data (name, passport) safe if I save it in 'My data'?
They are stored only in your browser, on this device: not on our server. They leave it only when you ask the chat a question, which sends them to the AI service (OpenAI) to answer you; they are not kept in the conversation log we review. You can erase them at any moment with the 'Delete my data' button, and they also disappear if you clear this site's data in your browser.
What does the AI chat cost?
The first 3 questions each day are free for any visitor. If you need more, you can buy extra questions: 20 for $4, or 60 for $10 (17% cheaper per question) — a one-off payment, not a subscription. The rest of the site (procedures, forms, filling guides, the print/PDF button) is always free, with no limit and without needing the chat.
How do I pay for a question pack, and is paying through PayPal safe?
Payment happens on PayPal's own site, never on this one — we never see or store your card number at any point. You can pay by debit or credit card, or with your PayPal balance if you have an account. Once PayPal confirms the payment, the questions in the pack are credited automatically in the same browser where you bought them. If you change browser or clear its data, you can recover them with the PayPal number; the conditions and refunds are under “Terms and refunds” at the foot of the page.
How up to date is the information?
The government's official site is checked automatically every week for real changes. When one is confirmed, it is published on the Updates page with its date, since when it applies, what you should do and a link to the official source.
Can I trust the AI not to make things up?
The assistant's rules explicitly forbid inventing costs, deadlines or case-law citations — it must always look them up in the real database before answering, and say honestly when it does not have the information instead of improvising.
