- Proof of payment of fees and charges
- Passport (valid OR expired for the initial registration; it must be valid by the time the permit is issued to you)
- Birth certificate (no more than 1 year old), apostilled or legalized
- Certificate of Good Conduct (VOG) for each person aged 18 or older (no more than 3 months old), from your last place of residence
- Valid local health insurance for a minimum of 1 year, valid by the time the permit is issued to you
- PROOF THAT YOU WERE IN CURAÇAO BEFORE NOVEMBER 13, 2025: if you entered legally, the entry stamp in your passport is sufficient. If you entered irregularly (by boat, without official passage), you need objective and verifiable evidence -- remittance receipts in your name (Western Union, Pagadero, Moneygram) OR a letter from a 'Trusted Partner' (UNHCR/ACNUR, PADF, Council of Churches, IOM, Salu pa Tur, honorary consuls, or a Curaçao government/educational entity). Rental contracts or statements from private individuals are NOT sufficient on their own.

Section 1 — Información del garante: Apellidos, nombres, género, dirección (si el garante es una empresa, la dirección de establecimiento), número de identificación, fecha y lugar de nacimiento, nacionalidad y teléfono. ⚠️ Important notes
- 🔑 CRITICAL if you do NOT qualify for Rib'e Lugá: you have 6 weeks to leave the country VOLUNTARILY, and the Minister of Justice GUARANTEES that no formal deportation order (verwijderingsbeschikking) will be issued against anyone who leaves voluntarily BEFORE JANUARY 1, 2027. This is huge: a formal deportation order almost permanently blocks future permits (see case law from other procedures) -- leaving on time avoids that record. - ⏰ URGENT: the deadline to REGISTER expires on October 31, 2026 (extended from the original deadline of ~August 1, 2026). After that date it is unknown whether it will reopen.
- This program explicitly accepts people who have ALREADY received a deportation order (verwijderingsbeschikking) -- it is the only documented pathway in this entire project where that does not automatically disqualify you.
- It is a TEMPORARY program (lasting 1 year in total) designed specifically to provide a way out for those who are undocumented -- it does not replace the normal residence procedures (Van Rechtswege, regular work permit, etc.), it is a parallel and more accessible pathway.

- Health insurance valid for a minimum of 1 year is a requirement that does NOT appear in the normal residence procedures -- it is specific to Rib'e Lugá.

Lesson: qualifying for Rib'e Lugá does not exempt you from meeting ALL the other requirements of your purpose (employment/business/family), not just the entry-date one.

You need temporary PRIVATE insurance with minimum coverage of US$15,000 that includes hospitalization, emergencies, and repatriation (including in case of death). The largest local insurer with a physical office in Curaçao is ENNIA ("Ziektekosten Algemeen" product) -- it is the easiest option to arrange in person on the island, rather than an international one.
